If a vehicle or vehicle combination deviates from the construction and use regulations in the road vehicle licensing regulations, an exemption is required in order to license it in the German Federal Republic. The State Office for Roads and Transport M-V is the competent approval authority for applicants with a main residence or company seat in the federal state of Mecklenburg-Vorpommern.

Exemptions may be granted on a geographically or time-limited basis. Exemptions may also be granted for imported vehicles, if an unreasonable amount of work would be involved in modifying the vehicle (for example one without an automatic headlight height adjustment system).
